Follow the below steps to  turn off the Hybrid sleep option to reactivate the missing Hibernate option in Vista.

1. Right click on the Desktop and then click on the Properties option. 
2. Under the Screen saver tab, click on Change power settings option. 
3. Click on the Change when computer sleeps, then in the new window which appears, click on the change advance power settings option.
4. In the Power Options window, under the Advanced tab, navigate to the option which says Sleep, under that set the option to OFF, which says allow hybrid sleep, then click on Apply and then click on the Ok button.

I have tried both the 'Fix It' download and the command prompt 'powercfg /hibernate on' and I am up to date with updates. But I still do not have the option to 'Hibernate' option on the 'Start' menu.

Please advise how I can reactivate the hibernation option.]]></description>
