Follow the below methods  when you get the error message while sending and receiving stating: Sending and Receiving reported error (0x8007000E): Out of memory or system resources. Close some windows or programs and try again. I am using Outlook 2003. 

This issue may be caused by one or more of the following conditions:

    * The Mapi32.dll file is damaged or incorrect.
    * The Inbox contains a damaged e-mail message.
    * Your current e-mail profile is damaged.

Method 1: Run the MAPI Repair Tool
If the Mapi32.dll file is damaged or incorrect, run the MAPI Repair Tool (Fixmapi.exe). The Fixmapi.exe file is located in either the C:\Winnt\System32 folder or the C:\Windows\System32 folder.

Method 2: Delete a damaged e-mail message
If the Inbox contains a damaged e-mail message, you must delete the damaged message. To do this, try to move the e-mail messages in the Inbox to a personal folder. If a message is damaged, you will not be able to move the message. For example, move a group of messages to a personal folder. If the group does not move, try to move an individual e-mail message to the personal folder. After you determine which message is damaged, delete the damaged message.

Method 3: Create a new e-mail profile
This issue may occur when your current e-mail profile is damaged. To resolve this issue, create a new e-mail profile. Then, start Outlook by using the new profile.
